I had the same problem a while ago, a small male pup in a litter of seven.
He never even opened his eyes!  I tried everything, but they were permenantly
stuck, even at 6 weeks old.  He was way smaller than all of his siblings, and
sadly he eventually died one day ):.  An since she's a runt, that means
she'll usually get fed last, kind of like "the scraps".  So she's probably
just really hungry, but I'd keep a close eye on her and make sure you see the
mom nursing her.  (that's if she's still nursing.. (:)
