A very good idea!
We don't have anything like that but just talk to people.
For small pets we ask for a well sized cage and rats, guinea pigs,
rabbits, gerbils etc. are to be kept in same sex pairs (or else males
neutered).
We usually don't do controlls for small pets, only for cats and dogs.
Only if we don't feel comfortable with a new owner also a rabbit's new
home will be inspected.
