Somethign similar happened here.  Until last year, nimal ause or murder was
a "misdemenior".  Thre was this guy who killed an entire litter of cats-
only one of them was foudn alive and ableto be treated to live.  this poor
cat had its legs cut, ears burned off, an eye cut out tail cut, etc.  This
guy had an excuse for EVERYTHIGN.  the cat "lost" its tail when one of his
kids stepped on it by accident, the ears got burned off when he was trying
to blow dry it with a hairdrier after bathing it, and so on.  There was a
huge outcry about the whole situation- they guy was eventually let go as
innocent woudl you beleive that.  The good thing that resulted is that
plenty of support was obtained to get animal abuse made intoa felony.
Prompty afterthsi all of course the guiy moved to a neighboring state where
animal abuseis still a misdemenor.  hmm :(

Another problem remains hower- theres states in which animal abuse maybe
quite punishable... BUT rodents (either generally or individual species) are
written OUT of any animal cruelity laws.  There was a acase in I THINK it
was NY or NJ?  It was soemthignout that way and i read this a logn time ago
so forgive me.... but it was where a guy beat a rat to death in his yard and
was taken to court over it.  The case was thrown out because the idea was a
man should be able to use whatever means desired to rid ones property of
vermin.  Rodents in general were thus written out of any their anticruelty
laws.  Result being you could break into a zoo, torture and kill all their
domestic rats, spiny mice, dormice, squirrels, chipmunks, etc and all they
can fine you with is breakign and entering... the animals are unprotected.
