The 25% is a probability statistic meaning that there is a 25% chance of
white per pup.  If you were able to have thousands of pups from the pair
you would see that approximately 25% would be white when you take the
average.

Example: a miracle happens and your gerbils live for 10 years.  They have
1000 pups total.  You might have gotten 225 white which is 22.5% and is
close to 25%.

It's important to remember that the percentages given are probable
colours for each pup.  This means that most of the time the colours in
the litter won't be what the prediction says.
