We have a gerbil boy who does the same.  He is the only one out of all my
litters ever to show this behavior.  We thought it might be because he was a
single pup (very runtish from the beginning) and his near death experience
during an evacutation (Hurricane).  His parents escaped and left him in the
cold for almost a day until we noticed what had happened.  It took him 4
months to catch up with his healthy companion.

It only shows when we take him out of the cage. No matter if we just place
them on the couch for a walk or handle him.  He somtimes started to freeze
if not in the hand, then when we place him back in the tank.  We decided to
bother him as little as possible, because he is an otherwise very active
happy gerbil.
