Well, sometimes a male/female pair don't reproduce.  Sometimes, they don't
start to reproduce until they are about 6 months old.

You don't say how old these gerbils are and how long they have been
together.

Also, you say the nutmeg is much larger than the lilac.  Well, some
overweight females are prone to putting on weight round the hips, just like
us humans.  Then  the genital area can bulge a bit and it looks like the
female has testicles.
