Just give them time to figure it out.  Some gerbils take a while to get the
hang of it.  I used to have a gerbils when I was little that ran on top of
the wheel.  He'd climb on top of the sleeping house and run with his front
feet on top of the wheel. So give them time to figure out how to use it :)
