hand feeding

I have a runt that doesn't seem to be maturing nearly as fast as the others.
He's only half the size.  Should I hand feed him a couple times a day to help
him along?
If so what's the proper ratio of KMR to water?  I've hard that giving the
wrong concentration to animals may harm them instead of help.  Please let me
know.
