There are now more than one way of making the white genotypes.

Practically, any combination of genes that reduce colour will when put
together cause white phenotypes. That is why aaggpp makes REW.

A PEW is unlikely for the reasons you give but may be possible without
c[h]. REW does not always require g because gerbils that are c[b]c[b]pp
are usually REWs.

In this case c[b] would make the Lilac a Sapphire.
