Is it really intended to post pictures to the SGML?

It is highly unusual for any list that is not specifically for binaries
to accept them. Simply because if several binaries get posted at once it
could tie up someone's phone-line, or overflow their mailbox space.
People who subscribe to a list that allows free posting of binaries need
to know that in advance.

I think the future of SGML would be rosier if bad habits were not
encouraged so early in its life.

A charter setting out what is appropriate for each of the two lists is
in draft and I hope there will soon be something to post to the lists.

I am even prepared to propose a third list specifically for binaries
(especially if there is an archive that non-subscribers can access for
specific pictures) if it is thought important that there is somewhere
people can post them.
