The exact relationship between pied and spotted gerbils is not well
understood.
The most likely explanation for the observations of the last 30 years is
that there is a spotted gene, Sp that makes all gerbils that have it
spotted. Further modifying genes, plus non-genetic factors, then extend
the pattern.
