Pup with a problem

I have a litter that is 19 days old, all of them have opened their eyes.  But
one pup is having a problem opening it's other eye.  The eye has been closed
for 2 days now and won't open.  He has been scratching it, is that a bad
sign?  Or is he just having a hard time opening it?  What can I do to help
him?
