stores sell clumping litter for small animal toilets, so I didn't think to

Clumping litter can cause intestinal blockages.  That's why
you shouldn't use it.  It's meant to turn into solid little rocks
that hold together to be scooped out when it gets wet...so
it's not good if an animal would eat it.

Anything that will pass a 20 minute soak test (it dissolves
or slumps into harmless mud/pulp)  you can use.
