I want to use toilet paper as bedding instead of the pine i usually
    use...since my gerbils always kick the pine out no matter what I do.  So
if
    I'm going to use toilet paper, should I just un-roll a roll and shread
the
    paper and put it in the bottom, or just put the un-rolled paper in to
the
    bottom?  I'm just worried they the 2 will try and pull all of the paper
into
    their nest.  Does anyone have any ideas?

Use unscented undyed toilet tissue.  Unroll and rip up some.  Else
they will mostly unroll and use as a toilet (not toilet training, just
soil sog and destroy)  I take chunks of about six sheets running,
'rip along the long way' into streamers, then pull at it and get chunks.

I leave about five or six sheets still attached to the roll, and give
them that to shred up and chew up the tube.

This way they will proceed to continue to rip it into fine bits and
make a nice large nest, and have plenty all around for bedding.

I do this in some allergy cases, putting them on toilet tissue.
