Yes.  But it is the result of two genes on different loci, rather than a
single albino gene.  It requires pp and c(h)c(h).  A cc gene would be the
true albino gene, which would wash out all color by itself; not needing the
help of another gene.  Which is, again, why we call the PEW a Pink Eyed
White rather than Albino.  And again, it may be difficult to prove we HAVE
the cc gene (it's entirely possible we have it NOW), because the breeder
would have to be absolutely sure that the parents were not carrying the
recessive pp, which is one of the more common mutations out there.
