I make my own gerbil granola with the following ingrediants:
hay pellets
millet
cracked corn
whole wheat grains
rolled oats (all my gerbils like these)
dehydrated carrots

I think that is everything.  I make large batches, then vaccume seal it in
smaller pouches to keep it fresh.  Weaning pups usually go for the rolled
oats and millet seeds.  I sprinkle a little powdered milk and/or powder egg
on the granola for the nursing moms and the weaning pups.  Without soy or
nuts the only other protien I can think of is eggs, powder or boiled, and
the worms I've been reading about on the lists.  (I haven't fed my gerbils
worms,  but I am not allergic to soy or nuts either.)  For treats, I give
nuts & sunflower seeds, fresh and/or dehydrated vegetables & fruit.  Most of
mine like dried apple pieces.  I hope this helps.
