It is "ok" to move a 4 1/2 week old if he is eating solid foods and is large and healthy, which it sounds he is if he is already developing his testicles. It is still best to wait till six weeks, but that is not always possible. As for the drinking water, I have seen my daddy gerbils "feed" water to very young baby gerbils and soon after they begin to learn using the water bottle. Just make sure it is low enough for smaller gerbils to reach and they should be ok.
