I've tried loading the svg and pdf into Adobe Illustrator and Inkscape with the same result so I can only assume the problem is with gerbv. I looked into the issue and your point makes sense. This wasn't really a bug, since we originally intended to scale vector outputs to a 8.5x11 paper size. However, it does make more sense to output in 1:1 scale, since inkscape/etc will scale the viewed file for you. I've fixed in CVS...feel free to download a copy and test it out.
