Initial Comment:
I have no idea how sourceforge works, but here's some patches to fix 3540802 + 
translate, scale, and alpha. I've also bumped the version, but I'm missing 
something with the whole configure.ac.  I don't know. Someone else is going to 
need to poke at that.

Colors can be 3 or 4 elements now (3 for backwards compat, 4 for alpha), this 
breaks compat with older versions reading newer files (which are always 4 
elements). I considered making it more compatible, but I don't believe it's 
worth it - with everything else missing from projects, I don't know how much 
projects are actually used? Plus it's easy to go and edit your GVP and strip 
out the 4th element.

I've tested reading, but not saving.
