A couple of years ago, I created this panel:

Based on the size of the scrollbar, you could guess how many
(sub-)layers were involved. ;-)  Input came from three or four
different users using different EDA software, I prepared it for
production.

Well, I rather left the milling spacers between the subpanels to the
manufacturer: they can handle that much more efficiently, they have
a standard pattern for these spacers and they know well how many of
them are needed.

But otherwise: yes, exactly that.
