Yeah, IBM does, it is called WebSphere Application Developer Studio....it is 
very nice actually...it encompasses everything from local test deployments, 
an "in-IDE" EJB test container....basically anything you could possibly 
imagine that would help with WebSphere development...

I think what you are proposing is an awesome idea! Let's be real honest, good 
tools make bring developers into the fold....
