The isXEnabled() methods are fast, and are usually quicker than one
concatenation.
We moved beyond the concatenation issue to a "do-we-cache-the-guard" issue.
To which I restate: "Why add more difficulty to a simple solution?"
If you use a tool like Avalon's logging abstraction or commons logging,
you have the ability to worry about those issues without affecting the
guy who is using the library. Let's keep things simple and optimize
when and _if_ it is necessary.
Right now, we don't even have the whole thing as a functional server.
