And what about the case where somebody is a co-copyright holder?
All the copyright holders need to agree to contribute the code and submit CLAs to Apache.
(Warning, lots of Exolabs stuff is copyrighted to Exoffice in the licence at the top of the file, so you'd need them to allow it)
