To clarify, why Velocity? Because, apart from being a good templating language, it also happens to be the one used by IdeaJ and you can use the template directly to generate the enum class.
I am assuming it would be trivial to convert to something similar for Eclipse, emacs, vi , edlin (ok maybe not but you get the idea)
