Does the LocalEntityResolver resolve the dtd's when running the server in offline mode?I get deployment errors.

No, unless you download required DTDs and define the mappings in ${geronimo.home}/etc/resolver.properties or via JMX console.
I don't know if there're no licensing issues with distributing the standard DTDs along with Geronimo.
