measurement: Fix reporting of ms timing offset

The ms timing offset (RSL_IE_MS_TIMING_OFFSET) is not included
in the rsl measurement report message. An incomplete code line,
marked with FIXME is present.

This commit completes the code. lchan->meas.ms_timing_offset is
now included in the rsl measurement report message.
