rs232.c: Don't #include <osmocom/abis/e1_input.h>
There's no need for the rs232 code to include a files from
libosmoabis. The only users of libosmoabis left now are the LAPD
examples:
examples/lapd-over-datagram-network.c
examples/lapd-over-datagram-user.c
