The fact that it's optional and can be omitted makes me wonder if there is a 
way to send a default MultiRate configuration to a BTS once, and then omit it 
in the CHAN ACT/MODIFY, just like we do with the MS/BS Power Parameters. It's 
not like we're using unique multi-rate configurations for individual channels...
