Fix handling of sctp SCTP_SHUTDOWN_EVENT notification
SCTP_SHUTDOWN_EVENT is a first class event, and not a subtype of
SCTP_ASSOC_CHANGE (such as SCTP_SHUTDOWN_COMP).
