[…] No, "downstream" here means down the RTP stream from the BTS: after the RTP stream is emitted from the BTS and passes through two OsmoMGW instances (BSC, then MSC), it goes to an external software component (themwi-mgw in my case) that applies the full Rx DTX handler of GSM 06.31 or 06.81.
