In osmo-ttcn3-hacks.git I81052ece7d1cc8b43da6155356ed1c4d9620acdc
we're adding support for so-called "norctrx"tests, covering
operation without routing-context IEs. For this, we need additional
AS/ASP definitions in the osmo-stp.cfg
