on public networks the GSMA GRX documentation would mandate you to be in the 
usual low-MTU range.  But for example in a private cellular network, you might 
indeed operate your physical ethernet with jumbo frames (MTU=9000).  I'm not 
sure if any UE would accept  such large MTU during PCO, or have ever been 
tested with it.

Fundamentally I agree with lynxis' comment, if there's no good reason we 
shouldn't introduce arbitrary constraints.
