jobs/ttcn3-ns-test{,-sns}: tweak timer
Since the timers were adjusted last time, ttcn3-ns-test{,-sns} started
failing every other day with:
python3-osmopy-utils : Depends: osmocom-nightly (= 202411222026) but it is
not going to be installed
The reason is that the binary packages are not ready yet at that time.
Run the jobs 1h later to avoid this.
