BSC_Tests: Fix TC_rsl_unknown_unit_id / TC_oml_unknown_unit_id
We are testing purely IPA/RSL/OML, and half-starting the BSSAP/M3UA
emulation is not a good idea, if it generatees events that we don't
catch
