debian: Remove bs11_config from package since it's no longer built Commit 3561bd48976dbee8dbd4659dad15be85a3e79ace in osmo-bsc removed bs11_config binary from being built. However, it didn't remove it from debian rules. This commit fixes OBS build of osmo-bsc. It seems bs11_config cannot be built anymore as it iprobably uses some old code no longer available.
