BTS_Tests: skip tests that need PCU socket access
Some tests need direct access to the pcu socket, however, when working
with hardware bts this socket is not always available. The tests that
depend on the pci socket are then skipped by the testsuite.
The following tests are not automatically excluded, but requre direkt
PCU access. Lets exclude them as well:
- TC_dyn_osmo_pdch_act_deact
- TC_dyn_osmo_pdch_double_act
- TC_dyn_ipa_pdch_act_deact
- TC_dyn_ipa_pdch_act_tchf_act_nack
