The BTS needs to know the IMSI modulo 1000 in order to compute the paging 
group.  For some reason whoever designed that part of the PCU interface decided 
not to put it into a header, but rather prefix the MAC block with three ASCII 
bytes expressing the last three digits of the IMSI.
