Try this line in your options file (my options file is in
C:\ProgramData\get_iplayer):
flvstreamer .\rtmpdump.exe
.\ means 'this directory' ie where get_iplayer is - which is where
rtmpdump.exe also is.

--mode=flashhigh -g 564
Note the --flvstreamer parameter which in this case points directly to
where the binary is located.
