I can't help with the problem but I can confirm that Dr Who Ep 2 is available as HD.

I have had this problem lots but it went away when I installed the latest get_iplayer perl script. I am using Vista and the get_iplayer technique is remarkably stable.

First check and see if HD is offered for that episode because if it isn't
there will be an error message and you will not be able to download
something that isn't there.  That happens to me quite a bit.
