I noticed this as well, for the same programme. For some reason the HD mode file wasn't encoded at the bit rate advertised in the programme's metadata, which is what is used to compute the mode sizes. The file I got was ~1200kb, while the advertised value was 3200kb - thus the marked difference from the expected size.
