From that output trace, it looks like rtmpdump hangs, rather than
get_iplayer itself. Suggestions:
Delete any partial FLV file and try downloading again
Add --verbose to command line to see if there is any additional output
(unlikely in this case, though)
Force access to alternate CDNs by adding --modes=flashhigh1 or
--modes=flashhigh2 to command line
