--mp3vbr takes value 0-9. See:

is some patch for get_iplayer to tell it to produce a (at least) 192kbpsCBR
mp3 file when it deals with "flashaacstd" Radio 3 files in conjuction

This your chance for glory :) It wouldn't be difficult to add a --mp3cbr option to override the default 128k.
