My guess is that perl doesn't find MP3::Tag in @INC when you're running
get_iplayer from launchd. You should first run get_iplayer from the
prompt and see if it picks up MP3::Tag there. If you use local::lib,
you may just need to configure PERL5LIB in /etc/launchd.conf. Without
knowing how you configured get_iplayer for launchd or how you installed
MP3::Tag, there's not much else I can say.
Something is apparently wrong with the id3v2 binary on your system.
Again, without knowing where it came from or what get_iplayer command
caused it to barf, there isn't any more I can offer except to say build
a fresh copy.
