'mv' is a GNU/Linux / UNIX command - it won't work on windoze. If you want to run get_iplayer on windoze, then you need to follow the installation instructions for windoze. You appear to be trying to use a Linux version on your windoze machine. The installation instructions for your platform are at:-

As it is different on your platform, the get_iplayer script is unable to move/rename the file, which is why it complains of such and you've got a file left over instead of the one you were expecting. I expect you could probably just rename it to something more appropriate and play it without any problem.
