Think I've found a small quirk. GiP PVM and command line versions doesn't like the --force option to be set if the program has not been downloaded before. That is if the respective PID is not in history file.
This is apparent for new as yet undownloaded programmes. If you use --force as some kind of default the programmes are not downloaded and GiP errors out.
