Not necessarily. If anything, I think the availability of 320K TV streams in the first place was probably the cock-up, because to my knowledge they were never directly used by any iPlayer product. It may have been on the to-do list for some time to stop duplicate 320K streams being sent to the CDN, taking up additional disk space for no benefit, and someone has only just gotten round to it.
I say this because get_iplayer was only able to access them by changing part of a playlist URL, i.e. the BBC mediaselector APIs didn't advertise the availability of such streams.
