Or something about the route the data is taking, which
might be a quirk that's got something to do with local
conditions (which could explain why others elsewhere in
the UK are not reporting issues), as (as far as I
understand it) each hop that data takes is between
machines which can decide for themselves, or be told,
how to route traffic.

It's not uncommon for traffic eg to leave the UK and
then come back, even though there's no sane reason
to expect it to.
