Afternoon.   All PIDs I use are 8 chars, but the error message says it's not an iplayer PID when I use via the command line. "PID p074w5jq does not refer to an iPlayer programme episode or clip. Download may fail and metadata may be inaccurate."

...so I'm guessing it's not held on the sources used by iplayer, or there's a check it fails or perhaps it's the wrong format??

you can download the video with downloadhelper in firefox if you're trying to get a local copy.
