My motivation for supporting this build is only in order to be able to
create pip packages for Windows, which I haven't managed to do 100% yet.

Independent of the outcome of this, I would strongly recommend you to
forget about native Windows packages and use WSL instead:

1) Enable WSL in your Windows and install some recent ubuntu version
2) In your WSL/Ubuntu, run "sudo apt install getfem-python"
3) enjoy
