Don't have any immediate pointers, but this sounds exactly in the same boat as what I mentioned in another thread with regards to taxes; it would be useful to have a model where the shipping costs (and taxes!) are calculated per item by adapting them to, eg, IItemShippingCost(LineItem).shipping ...or similar.
